Finally the City of Bogor Issues a Plastic Ban at the Shopping Center

Buletin Nasional. Regulation of Mayor of Bogor (Perwali) number 61 in 2018 contains the prohibition of plastic in modern shopping centers. According to Elia Buntang, Head of the Bogor City Environment Agency (DLH), the prohibition regulation starts from the easiest to set up in advance.


From the regulation, the simultaneous form of plastic prohibition was carried out starting on Saturday (1/12) this year. According to him, the regulation has been socialized since last August and is still ongoing today. If it has been implemented, modern shopping centers in the city of Bogor will no longer provide plastic shopping to customers, but rather disposable shopping bags.


"In early December (1/12), all modern shopping centers in the city of Bogor will use disposable shopping bags," Elia said on Thursday (11/22).


According to him, from 700 tons of garbage per day in the city of Bogor, there are three percent of plastic waste collected. The amount is expected to be reduced by the existence of regulations prohibiting plastic being applied in modern shopping centers.


The condition of plastic waste is considered very concerning considering that it took 200 to 1,000 years to break down plastic waste. So he considered, with the regulation applied by the city government (Pemkot) Bogor, plastic waste could be reduced.


Meanwhile for plastic bans in a number of traditional shopping places such as markets and grocery stores, Elijah said the regulation would follow. However, currently it is still focused on the dissemination of plastic bans in modern shopping venues.


"In the meantime, we (DLH) will focus on the easiest to set up (modern shopping centers), later in the future, it will only follow for (plastic bans) in other places," he said.


In line with this, the head of the Bogor City DLH Solid Waste Sector, Mochamad Ade Nugraha, assessed that Indonesia is currently the second largest contributor of plastic waste to the oceans after China. With the rule of plastic bans in modern shopping centers such as minimarkets, supermarkets, or malls, the city of Bogor can reduce the existing plastic waste piles.


"We hope that this regulation will reduce the volume of plastic waste in the city of Bogor," he said.


With this regulation, the city of Bogor is one of the 4 cities that apply plastic bans. The other three cities are Banjarmasin, Balikpapan and Bandung.


Meanwhile the Chairperson of Community Care Concern Ciliwung (KPC) Een Irawan appreciated the steps of the Bogor city government (Pemkot) in issuing a plastic prohibition policy. With this regulation, he hopes that Bogor City can become a pioneer as a big city that applies environmentally friendly policies.


According to Een, currently 80 percent of the waste in the sea is a contribution from the river. In Ciliwung itself the level of movement of landfills is very prevalent. In only one kelurahan, according to Een, there are 5-6 rubbish heaps that appear.


"If we trace the Ciliwung River, it will be found in very many landfills, ranging from 5-6 urban villages," he said.


He said, for four days tracing the movement of garbage from Katulampa to Kedung Badak, the spread of garbage which also contained plastic waste, is still prevalent. According to him, plastic waste is indeed a scourge that must be addressed from upstream to downstream. This includes how the government can regulate its citizens to no longer dispose of garbage in the river.


"We encourage the government in the region or region to be able to make policies that are pro-environment. For example, regulating how citizens do not dispose of garbage in the river," said Een.


Community cultures that are accustomed to throwing garbage into the river must be bound by local regulations. Because, 80 percent of the Ciliwung river body has been populated by residents. If there is no concern for the community about the river, various other impacts can be created. Such as the impact of health, education, and also economics.


"The matter of protecting the environment not only affects the nature. But it can also affect health, education, and the economy. A lifestyle that cares less about the environment will cause disease, and can also erode the level of one's intelligence," he said.
